1、欧洲 IMF's Christine Lagarde 'under investigation' 涉法政府腐败案 IMF总裁拉加德接受调查 French authorities have formally opened a negligence investigation into Christine Lagarde, the head of the International Monetary Fund (IMF). She has been questioned about her role in awarding 400m euro (£318m; $527m) in compensation to businessman Bernard Tapie in 2008. She denies wrongdoing. Ms Lagarde, 58, was finance minister in President Nicolas Sarkozy's government at the time of the award. Mr Tapie supported Mr Sarkozy in the 2007 presidential election. 2、澳大利亚 Qantas reports biggest ever loss of A$2.8bn for year 澳航报有史以来最大亏损 Australia's national flag carrier Qantas has reported an after-tax net loss of A$2.8bn ($2.6bn; £1.57bn) for the year ending in June - its biggest ever financial loss. The struggling airline said the result was in part due to an A$2.6bn write-down on its international fleet. Analysts were expecting a net loss of around A$750m. Qantas said weak domestic demand, poor consumer spending and rising fuel costs also contributed to the huge loss. It is the worst result in the company's history and compares with a revised after-tax profit of A$2m a year earlier. The sharp rise confirms a longer term trend with the number of jobless rising 4.3% over the last year. President Francois Hollande has promised to kick start growth and create jobs. But the economy has floundered, prompting a revolt against austerity by three left-wing ministers. Mr Hollande replaced them and named a new cabinet. The callback affects products sold between September 2010 and June 2012. The US Consumer Safety Commission (CPSC) said more than six million of the affected cables had been sold in the US and Canada alone. It follows reports that people had been injured as a result of the China-made kit burning users. Under the plan, EU migrants would no longer receive social welfare benefits after six months out of work. EU citizens convicted of benefits fraud could also face deportation. Ministers say the proposed laws would offer relief to areas overstretched by a high influx of poor EU citizens, especially from Bulgaria and Romania. The proposals still need parliamentary approval, however. Japanese Prime Minister Shinzo Abe and Indian counterpart Narendra Modi will agree on the joint production at their summit meeting in Tokyo on Monday, the report said, without citing sources. Indian Rare Earths, a wholly-owned subsidiary of the Department of Atomic Energy, and Japanese trading house Toyota Tsusho will sign a contract on joint production as early as September, it added. The Indian company will make mixed rare earth materials from uranium and thorium ores, which Toyota Tsusho will use to produce neodymium for electric and hybrid cars, as well as lanthanum, cerium and praseodymium, the report said. Annual production will be about 2,000 tonnes to 2,300 tonnes, equal to around 15 percent of Japan's demand, and roughly 2,000 tonnes a year could be exported to Japan starting as early as February, it added.
