E2、Mugabe: Southern Africa Must Reduce Reliance on Foreign Aid August 17, 2014 2:25 PM VICTORIA FALLS, ZIMBABWE—Zimbabwe's President Robert Mugabe on Sunday urged southern Africa to move away from “over-reliance” on foreign aid at a two-day summit being held in Zimbabwe. The 90-year-old leader spoke Sunday after taking the chairmanship of the 15-member Southern African Development Community (SADC). Mugabe, who will lead SADC for the next 12 months, said southern Africa must use its natural resources such as minerals and land. E3、Oil Wealth Attracts Businesses to North Dakota August 15, 2014 WILLISTON, NORTH DAKOTA—The state of North Dakota has one of the lowest unemployment rates in the country, thanks to a glut of jobs created by the oil boom in the western part of the state, which rests on one of the largest shale oil deposits in the country. The job market keeps growing as more businesses relocate to North Dakota, attracted by the promise of profits -- but not without challenges. The once-sleepy town of Williston, North Dakota, is now a booming hub of business, thanks to new ways to extract oil from shale deposits in the region. E4，Ebola Hurts Economies in West Africa The recent Ebola outbreak in West Africa is likely to hurt economic growth and government finances in Guinea, Liberia and Sierra Leone and perhaps Nigeria, according to a key analyst. Prevention efforts are crimping commerce, sports, travel and trade. Ebola sparks fear, and protests demanding stronger and smarter government actions. It's spread by contact with blood or other body fluids of infected people, which is why it has killed scores of medical workers and forced some hospitals to close. Moody’s credit rating service says the costs of fighting Ebola will strain national budgets, while the slowdown in commerce will cut tax revenues and could make measurable cuts in each country's annual GDP growth. E5，Investors Return to Vietnam after Anti-China Protests August 15, 2014 Anti-China rioting in Vietnam earlier this year damaged more than 400 foreign-owned factories, sending thousands of foreign investors fleeing in fear of more violence. But foreign capital flows have resumed to pre-protest levels as the government pledges to protect investors, the economy grows and business costs remain low. Factories pumping out clothes, furniture and consumer electronics have returned to business since the anti-China protests in May. The protests that killed 20 and injured hundreds followed China’s deployment of an oil rig in ocean waters claimed also by Vietnam. The act reignited centuries of Sino-Vietnamese hostilities, which include a 1979 border war. But the foreign investors who power 17 percent of Vietnam’s economy and 66 percent of its exports have returned. Vietnam’s Communist government pledged to stop any further upsets. The government has also created investment conditions, including cheap factory labor, to keep foreign capital coming in.
